Septic Systems / On-site Waste Water Systems

regarding permits and local health codes pertaining to septic systems/onsite
waste water system.
Homeowners/property owners who are needing to make repairs to a failing
septic system/onsite waste water system may be eligible for cost share
assistance funds through the Conservation District.
The purpose of the Franklin County Conservation District’s cost-share
program is to upgrade failing on-site waste water systems to help improve
water quality. The program is funded by the State Conservation Commission
(SCC) through the Kansas Water Plan Fund therefore all contracts require
approval from the SCC before work begins on the project.
Eligibility:
The system must be failing according to County Environmental Health Codes,
and
The current system must be at least 10 years old, and
Current owner must have owned the property for at least 2 years, and
In addition to meeting all three of the above criteria the system
must also meet at least one of the following four criteria:
1. Failing system is located at a site where the drinking water for human
consumption is supplied from a domestic water well AND at least one of
the following are present at the site.
1A) Current system is a rat hole, cesspool or seepage pit.
1B) Current system is within 100 ft of domestic well.
1C) Current system is up gradient from the domestic well and is within 400 ft of the well.
1D) The domestic well has tested positive for fecal coliform bacteria OR has elevated nitrate levels (over 10
ppm) and the failing system is determined by the local sanitarian to be a possible source of the
contamination.
2. Failing system is located 500 ft. or less from perennial or intermittent
stream as shown on a USGS 7.5 min topographic map.
3. Failing system is located within a two-mile radius of a public water
supply well.
4. Failing system is located within an alluvial aquifer area shown on the
state alluvial aquifer map which is available at the FCCD office.
Cost Share Process for On-Site Waste Systems:
Contact the Franklin County Conservation District (FCCD) to complete a
request for funding and receive a cost-share eligibility worksheet.
Contact the Guy Crabill, County Sanitarian at 229-3590 to set up appointment to look at site and determine if system is failing.
Once the eligibility worksheet has been signed by
county sanitarian and returned to the FCCD the request for funding will be
taken to the FCCD Board for review and possible approval.
If request for funding is approved, landowners will be
mailed a copy of the cost-share contract that must be signed and returned to
the FCCD Office. No work on the system upgrade should be started prior to
this point!
Once all work is complete the county sanitarian must
return to the site to complete a final inspection and issue an operational
permit.
Landowners are responsible for providing a copy of all
receipts and the operational permit to the FCCD office once the project is
complete.
Request for payment will be submitted to the SCC once a
copy of all receipts and the operational permit has been received by the
FCCD. Maximum cost share payment for on site waste systems is $3,000.00 Please
note since funding is provided from the state of Kansas any landowner
receiving $600 or more will also receive a 1099G for tax purposes. Also,
money may be withheld from your payment if you owe the state money for items
such as back taxes, etc.
Cost-share check will be mailed directly to the
landowner from the State of Kansas. It is the responsibility of the
landowner to make all payments to contractors.
